Shelby Jean (Campbell) Hartley, a beacon of love and generosity, whose faith illuminated the path for all who knew her, has completed her earthly journey. Born on July 2, 1948, Shelby’s life was a tapestry of meaningful connections and joyous moments until her peaceful passing on May 17, 2025, in Johnson City.

Shelby’s life was characterized by her unwavering devotion to her family and her deep-seated passion for helping others. Her late husband, Richard Hartley, was her partner in every sense, sharing with her a life full of laughter and love. Together, they raised their daughter, Anita Marie Garland, who, along with her husband James “Tony” Garland, brought Shelby immense pride and joy. Shelby’s brother, Harley Campbell, was a constant source of support and camaraderie, while her nephew, Michael Dill, and niece Lori McMillan, alongside great-nieces Madeline Dill, Lacey, Gracey, and Macey McMillan, added sparkle to her everyday life. A dear cousin, Carolyn Hulse, shared not only familial ties but friendship and faith that enriched Shelby’s days.

Shelby’s career at Johnson City Medical Center Hospital (JCMCH) spanned various departments, where she left a legacy of compassion and professionalism. Her colleagues became her extended family, and her contributions to the community through her work were immeasurable.

Her faith was a cornerstone of her existence, and she cherished going to Johnson City Freewill Baptist Church to hear God’s word and to fellowship with her friends in Christ.

Her interests were as diverse as her skills. Shelby found solace in quilting, each stitch a testament to her meticulous nature and artistic flair. She relished long drives, the open road a canvas for her thoughts and dreams, with no destination needed but the journey itself. Music filled her home, as she listened with pride to her husband and daughter playing the piano, melodies that now resonate as echoes of cherished memories.

Shelby’s friendship with Carol Ann Sneyd was a source of comfort and laughter. Their conversations, brimming with warmth and wisdom, were highlights of her days. Though Shelby was taken too soon, the plans and dreams she shared with Carol Ann are a reminder that the bonds of friendship can transcend time and space.

In reflecting on Shelby’s life, one is reminded of the words of Maya Angelou, who said, “Try to be a rainbow in someone else’s cloud.” Indeed, Shelby was that rainbow for many—her presence a vibrant spectrum of hope in the lives she touched. A celebration of Shelby’s life will be conducted at 2:00 PM on Saturday, May 24, 2025 in the Sunset Chapel of Hathaway Percy Funeral Home in Elizabethton with Reverend Gary Edwards and Reverend Matthew Guy officiating. The family will receive friends from 1:00 PM until 2:00 PM in the chapel prior to the service on Saturday.

The graveside service will follow in the Campbell Family Cemetery in the Limestone Cove Community. Active pallbearers will be the men of Johnson City Free Will Baptist Church.
