Douglas County child molestation suspect arrested following traffic stop for driving with ‘busted out’ van windows

A 34-year-old Sparks man, Phillip Nelson Stroud, was arrested around 8 p.m. Thursday following a traffic stop by Carson City deputies on a felony warrant issued out of the East Fork Justice Court in Douglas County May 10, 2025 for child molestation.
According to the arrest report, deputies were patrolling in the area when they witnessed a van driving with “busted out” back windows, through which deputies could plainly see the passenger of the vehicle not wearing her seatbelt.
The passenger was also seen “rummaging” through the center console and distracting Stroud by showing him her cell phone.
After the van pulled into the parking lot of a smoke shop, deputies made contact with Stroud and asked what he was up to.
Stroud agreed to speak with them, and when deputies asked what happened to the windows of the vehicle, as another was also missing, Stroud said he’d “shut the door too hard and it shattered.”
Stroud provided his ID, and dispatch advised he had an extraditable warrant out of Douglas County for an original charge of Lewdness with a Minor under the age of 14 in the amount of $5,000, cash only, issued May 10, 2025.
Editor’s note: Under NRS 201.230 ‘Lewdness with a child’ is defined as “a lewd or lascivious act upon or with the body or any part or member thereof of a child … with the intent of arousing, appealing to, or gratifying the lust or passions or sexual desires of that person or of that child” and a person who commits lewdness with a child under the age of 14 years is guilty of a category A felony and shall be punished by imprisonment for life with the possibility of parole with eligibility for parole after 10 years. Can also carry a maximum fine of $10,000. The tag of “under the age of 14” could indicate any age between 0 and 14.
Stroud was taken into custody without incident. An unnamed Deputy K9 was dispatched to the scene and provided a free-air sniff on the vehicle which resulted in a positive alert.
However, a search of the vehicle and the passenger did not result in any found contraband, and she was released from the scene.

Warrant arrests:
- A 53-year-old Sparks woman was arrested Thursday after turning herself in at the Sheriff’s Office for an outstanding misdemeanor bench warrant issued out of the justice court on May 21, 2025. No bail.
- A 44-year-old Carson City man was arrested Friday on a warrant for violation of suspended sentences issued out of the Carson City Justice Court May 20, 2025 after a patrol deputy noticed three people standing on the corner of N. Curry and W. Spear streets. The deputy circled back around and contacted one of the men after recognizing him from prior law enforcement contacts. Dispatch advised he had a warrant for his arrest. The man was taken into custody and escorted to the hospital for medical clearance after the deputy observed he had a “moderate odor of alcohol coming from his person.” He was cleared and released to jail staff without incident. Bail: $3,000 cash only
