Carson City Supervisors to hear status of residential projects, jail safety, floodplain update and more

The Carson City Board of Supervisors will meet this Thursday and hear a number of items including the status of building and housing developments, jail safety, a proposed resolution adopting the Carson River Watershed Regional Floodplain Management Plan 2025 Update and more.
The July 17, 2025 meeting begins at 8:30 a.m. in the Robert “Bob” Crowell Board Room at the Carson City Community Center, 851 East William Street. Among the agenda items:
Community Development
There are two consent agenda items and two regular agenda items that will be discussed presented by Community Development.
Under the consent agenda, Community Development will present two items for discussion and possible action. The first is regarding a request from Scotch Ocean, LLC for an extension of time for an approved tentative subdivision map known as Blackstone Ranch South on property within the Blackstone Ranch South Specific Plan Area (“SPA”) and zoned Single Family Residential 6,000 Square Feet, located to the east of the eastern terminus of Railroad Drive and approximately 1,400 feet to the south of East 5th Street. Community Development will also present a request from AMH NV17 Development, LLC, a Delaware limited liability company for a final subdivision map for a common open space development known as Blackstone Ranch North, Phase 2, resulting in the creation of 73 residential lots, common open space areas and rights-of-way on a 12.36 acre parcel zoned Multifamily Duplex, located within the Lompa Ranch North Specific Plan Area (“MFD-SPA”), Assessor’s Parcel Number (“APN”) 004-441-05 (SUB-2024-0302). Supervisors will also discuss and take possible action on a request from Borda Crossing, LLC for a final subdivision map for a common open space development known as Borda Crossing, a subdivision of 5.26 acres resulting in the creation of 28 single family lots ranging in size from 5,009 to 5,040 square feet, 2 common area parcels and a public right-of-way, on a parcel zoned Single-Family 6,000 (“SF6”), located at the northeast corner of Clear View Drive and Silver Sage Drive. Also, for discussion and possible action Community Development will introduce, on first reading, a proposed ordinance establishing various provisions relating to temporary use permits. Go here for the staff report.
District Attorney
Discussion and possible action regarding a proposed reclassification of two employee positions within the District Attorney’s Office, including (1) the classified (FLSA non-exempt), full-time Victim-Witness Program Administrator position (pay grade S101/S102) to an unclassified (FLSA-exempt) Victim-Witness Program Administrator position (pay grade S201), and (2) the classified (FLSA non-exempt), full-time Supervising Legal Assistant position (pay grade S101/S102) to an unclassified (FLSA-exempt) Supervising Legal Assistant position (pay grade S201). Public Works
On the consent agenda for possible action and discussion, Public Works will present the relinquishment of an existing easement located at 3245 Market Street consisting of 28,834 square feet through a Quitclaim of Easement and Right-of-Way to Carson Crossing LLC from Carson City for no cost. The presentation is by Robert Nellis and Audrey Link.
A regular agenda item for discussion and possible action regarding a proposed resolution adopting the Carson River Watershed Regional Floodplain Management Plan 2025 Update (“Plan”). Carson City Sheriff
Supervisors will hear presentation of the biannual report on Carson City jail conditions and information concerning deaths of prisoners within the jail. Go here for the staff report.
Purchasing and Contracts
For possible action and discussion, Supervisors will hear information regarding authorization to purchase temporary staffing services for Fiscal Year 2026, utilizing State of Nevada joinder contracts with Marathon Staffing Group, Inc. and with Hat Limited Partnership, Manpower Temporary Services, for a total not to exceed amount of $893,112.
Discussion and possible action regarding a proposed amendment to Contract No. 25300330 for the East Williams Street Complete Streets Project with Granite Construction Company to add terms B.3 and B.4, pertaining to delinquent tax liability, felony convictions and text messaging while driving, required by the Federal Highway Administration, with no change to the amount of the contract.
Also for discussion and possible action is a contract between Tyler Technologies, Inc. and Carson City for the purchase, implementation and annual licensing fees of a case management system for the Department of Alternative Sentencing for an initial term from Contract execution through June 30, 2028, with automatic renewals after the initial term unless cancelled, for a one-time implementation service fee of $128,710 and annual licensing fees of $54,000 for the first year, increasing by not more than 5 percent over the first three years of the contract, for a total of $182,710 for year one of the Contract (execution through June 30, 2026), $56,700 for year two (Fiscal Year (“FY”) 2027) and $59,535 for year three (FY 2028), for a total not to exceed amount of $298,945 over the first three years of the Contract.
Supervisors will discuss and take possible action regarding a determination that Simerson Construction LLC is the lowest responsive and responsible bidder pursuant to Nevada Revised Statutes (“NRS”) Chapter 338 and whether to award Contract No. 25300363 (“Contract”) for the Landfill Weather Station Platform & Communication Tower Project (“Project”) to Simerson for a total amount not to exceed $298,650, which includes a 10 percent contingency.
