Carson City man arrested for felony strangulation, says marks on victim’s neck caused by clothes hangers

A 47-year-old Carson City man, Justin Jackson, was arrested for felony domestic battery with strangulation Monday morning in the 1400 block of E. William Street.
According to the arrest report, deputies were dispatched on report of a domestic battery. The victim said that Jackson had strangled them and fled.
Deputies spoke with the victim who said that they and Jackson had been arguing all weekend, and earlier that morning, Jackson had begun arguing again.
They said they threw some of Jackson’s clothing on the ground, and may have hit him with some of the clothing.
Jackson then became angry, they said, and grabbed them by the throat and shoved them into a closet.
At some point, they were able to get out of the closet and confronted Jackson, and Jackson then grabbed them in a choke hold, wrapping his arm around their neck and pulling them close to his body. They said they could not breathe while he was choking them.
After releasing them, they told deputies Jackson left to go walk the dog, and when he returned they told him to leave the house, then they called emergency services.
Deputies noted the victim had fresh red marks and skin irritation on both sides of their neck, but declined medical attention. They said they were very scared if Jackson returned to the house, and deputies told them they can contact 911 if he returns.
During a follow up, the victim later told deputies that her neck was starting to hurt from the incident, and that while they were being choked, they believed they were going to die.
While providing the victim with a domestic violence card, another deputy was driving around the area looking for Jackson’s vehicle, but they did not locate him.
Throughout the morning, deputies attempted to call Jackson. They fairly reached him and said they wanted to hear his side of the story, and he agreed to come to the Sheriff’s Office to discuss. He said he’d come in at around 1 p.m.
However, just before 11:30 Jackson called deputies and advised he wanted to meet earlier, and they met at a coffee shop.
At the coffee shop, Jackson told deputies that he and the victim had been fighting, and he’d threatened to break up with them. He told deputies he’d been sleeping on the couch when he woke up to the victim hitting him in the face, and at some point he had a “bunch of clothing” in his hands, and when the victim blocked him in the home, he pushed them out of the way with clothing and hangers in his hand.
He said that if the victim had “any markings” on their neck, it was because of that. The deputy noted in the arrest report he hadn’t mentioned anything of the accusations that the victim had made at that point.
Jackson then said he left the residence to go to Reno. Deputies took photos of the markings on his face, and deputies asked if at any point he put his hands around the victim’s neck. He said he didn’t, but “may have unintentionally” during the altercation.
Jackson was taken into custody for domestic battery strangulation and transported to the jail without issue.
Bail: $7,500
