Carson City arrests: Man admits to throwing rocks damaging two vehicles

A 46-year-old man was arrested Monday for allegedly throwing rocks that caused damage to two vehicles, according to a Carson City Sheriff’s Office booking report. The man admitted he did it and said he over-reacted after being called a loser.

Schoen Edmond Charley was taken into custody at 8:03 p.m. following an investigation. He was booked for felony offense destroying property causing damage of $5,000 or more, felony offense throwing a substance at a motor vehicle causing $5,000 or more damage, and two gross misdemeanor offenses: destroying property of another causing $250 to $5,000 in damage and throwing substances at a motor vehicle, causing $650 to $3,500 in damage.

According to the booking report, at around 7:30 p.m. a CCSO deputy was called to the 5600 block of South Carson Street for a report of a man who had broken the window of a vehicle. The deputy arrived and saw a black SUV with a broken windshield and was informed that a male adult walking away from the vehicle had broken the window.

The deputy located the suspect, who immediately got down to the ground without the deputy prompting him. He placed his hands on the back of his head. The deputy recognized him from earlier the day for an unrelated issue. He told the deputy someone insulted him and so he “busted the windows out,” the arrest report states.

The suspect said they told him he was a loser, so he overreacted and busted out their windows. He then told the deputy he was drunk and got mad because he wasn’t doing anything when they insulted him. He stated he did not like to be called names. He provided a preliminary breath test of .176. He said he used a rock to break the windows and continued to tell the officer he had overreacted, the report states.

Due to his destroying property with violence, he was detained and placed into handcuffs until the deputy could complete the investigation.

Another deputy arrived to help with the investigation and while speaking with them another victim came forward and said they had damage done to their vehicle and they identified Schoen Charley as the person who broke the windows. The person said their car was parked next to the original victim’s vehicle to the right of it. They said while the suspect was throwing rocks, rocks were bouncing off the vehicle and then struck their vehicle.

One of the rocks was in the crevice to the window and hood where the windshield wipers are. There was a scrape and damage to the top of their vehicle, estimated to be between $1,000 to $3,000 in damage. The victim stated they would provide a written estimate at a later time.

The deputy then went to the original vehicle, a black Dodge Durango. There were several large rocks around the vehicle that should not have been there, the report states. The deputy observed a large rock on the top of the vehicle and a rock on the hood of the vehicle. The deputy observed three impact points on the windshield of the vehicle and one impact point on the driver side window, the report states. The impacts were consistent with rocks that were around the vehicle. The deputy observed two large rocks on the vehicle and six large rocks on the ground around the vehicle. The rocks appeared to be from a nearby planter box.

On this vehicle, the deputy observed damage to the windshield, dents and scrapes on the hood of the vehicle, dents and scrapes on the left side of the vehicle and the left window of the vehicle, and dent and scrapes on the top of the vehicle. The estimated damage to the vehicle, including the total damage around the vehicle is $10,000 to $20,000, the report states. The vehicle owner said they would provide a complete estimate at a later time.

Deputies photographed the damage and booked it into evidence. The suspect, Schoen Charley, was arrested and booked for damage done to both vehicles, with two felonies and two gross misdemeanors offenses. Bail: $7,500.

In other arrests:

— A 62-year-old Las Vegas man was arrested early Tuesday morning for suspicion of misdemeanor DUI second offense, according to a Carson City Sheriff’s Office booking report.

A around 12:22 a.m. a deputy was driving south on North Carson Street and saw a truck turn north on North Carson from Robinson Street driving at a high rate of speed.

The deputy mad a u-turn and followed the vehicle while using their forward-facing radar to record a speed of 42 mph in a 25 mph zone. The truck was also driving on and over the solid white shoulder line while on North Carson Street.

The deputy activated their red and blue flashing overhead lights. The truck came to a stop in the 1800 block of North Carson Street. The deputy made contact with the driver. He was advised of the reason he was stopped and was asked for his driver’s license, proof of registration and insurance. The man provided the driver’s license and insurance and the registration was verified through dispatch.

While speaking with the man, the deputy could smell an odor of alcohol coming from his person. The deputy asked if he had any alcoholic beverages. He said he had a couple beers at a casino. He also had red and watery eyes and slurred speech, the report states.

The man consented to standardized field sobriety tests and showed signs of impairment on the tests. He voluntarily submitted to a preliminary breath test with a result of .135. He was arrested for suspicion DUI second. He agreed to evidentiary breath sample, which were .122 and .126. Bail: $2,500.

— A 29-year-old Dayton man was arrested Monday, 11:15 a.m. for suspicion of misdemeanor DUI, suspended registration, due care and no proof of insurance, according to a Carson City Sheriff’s Office booking report.

The arrest was made after deputies were investigating a traffic accident. The driver of one of the vehicles involved had red watery eyes and slurred speech and an odor of alcohol coming from his person. The man told deputies he did not have insurance on the vehicle. Dispatch advised his registration was suspended.

The man agreed to standardized field sobriety tests and show signs of impairment on the tests. He freely and willingly submitted to a preliminary breath test with a result of .414. He was placed in custody and taken to the hospital due to the high alcohol amount from the test. He agreed to provide an evidentiary blood sample, which was taken at the hospital. Bail: $1,137.

— A 36-year-old woman was arrested Monday for a misdemeanor outside agency warrant, possession of a controlled substance and possession of drug paraphernalia.

According to the booking report, deputies were called to the 5600 block of South Carson Street for a suspicious subject. Management stated there were five individuals who got out of a vehicle with Target bags who went in different directions. The manager thought it was odd, concerned they had stolen items from Target.

A deputy arrived and found a dark gray Jeep in the parking lot but no one was near or inside the vehicle. The deputy spoke with a manager who pointed out one of the subject who was walking out the door quickly.

The deputy followed the subject and met her and her friends outside a casino. They were holding bags but with no Target logos. The deputy decided to make a consensual interaction with them. At this point, the deputy was speaking to them about their bags. One subject and the woman who was later arrested told the deputy they had been dropped off and their friends left them there. They were trying to get an Uber back to Reno, the report states.

The deputy asked for their names. Both voluntarily provided names. One woman had a non-extradition warrant out of New Mexico and a warrant out of Sparks with extradition including Carson City. Dispatch confirmed the warrant. She was arrested.

While searching a backpack she was carrying, a deputy found a black and blue zip container that inside contained a torch lighter, a glass methamphetamine pipe, a cleaning rod and a glass container, all with residue. Also located in the container was loose, clear crystal shards that tested positive for methamphetamine, with a weight of .2 grams. She was booked for the warrant and drug offenses. Bail: $2,500.
