Carson City accuser bomb-maker, sex offender facing additional charges including threats to throw bomb at neighbors
On October 12, 2025, at 2:07 PM, Sheriff’s Deputies responded to the 1400-Block of North Carson Street for a report of a small explosion and dispute. Deputies arrived and confronted Manuel Munoz.
Munoz allegedly detonated a small explosive device, like an “M80,” in the parking lot of the complex. When confronted by deputies, Munoz stated he had additional “bombs” in his room and threatened to throw one at a tenant.
Munoz was not compliant with deputies commands to be handcuffed, and a minor altercation ensued, resulting in Munoz being taken into custody. Deputies searched the room and secured a firearm as well, ensuring there was no additional threat to the public at that time.
Munoz was arrested on October 12 and charged with Possession of an Explosive Device and Obstructing a Peace Officer. He was held on $15,000 bond.
On October 15, 2025, detectives from the Investigations Division followed up with the case by executing a search warrant at Munoz’s home.
Assisted by the Tahoe-Douglas Explosive Ordinance Disposal Team and 92nd Civil Support Team of the Nevada National Guard.
Additional small explosive devices were located, along with precursors and materials to make other explosive devices were located.
Munoz was additionally booked with the following charges:
1) Unlawful Manufacturing of an Explosive Device
2) Possession of Elements of an Explosive Device with the Intent to Manufacture
3) Possession of a Firearm by Prohibited Person
4) Sex Offender Failure to Register
5) Harassment
His additional bail will be $20,000.
There is no ongoing threat to the public. Munoz sustained minor injuries during his arrest.
