He was born on September 3, 1952, in Cedar Rapids, IA, to Lyle and Marie (Blanchard) Flannagan. Services and interment were held on Wednesday, December 3, 2025.

Bill is survived by his children, Patrick (Brooke) Flannagan and Jennifer (Kip) Cox; his grandchildren Harper and Beckett Flannagan and Blaine and Anthony Cox.

He is preceded in death by his wife Sheila (Hanken); and his parents.
