Tonight: School board trustees discuss policies allowing law enforcement, DCFS to take students from school

The next Carson City School Board meeting will take place Tuesday, August 12, 2025 beginning at 6:30 p.m. in the Robert Crowell Board Room of the Carson City Community Center, 851 E. William St.
Items on the agenda include a foundation update and bylaw change, two second-reading policy items (ID badges and physical education), a first reading on student interactions with law enforcement/public agencies, a staffing update, and consent agenda items.
Student cases involving law enforcement/public agencies (first reading)
A first reading of Policy/Regulation 528 outlines procedures for working with law enforcement and the Department of Child and Family Services, including release to agents or officers, interviews in abuse/neglect investigations, and notification expectations.
According to the agenda, amendments to the policy state that school officials shall release the student on demand to either law enforcement or an agent from DCFS so long as the officer or agent shows proper identification and signs an approved release of student form.
Public officials allowed to take students are law enforcement officers, officers from the local juvenile probation department, or agents from DCFS.
The policy also states that DCFS may investigate a report of child abuse or neglect with or without a call from the school. If the agent deems appropriate, an agent may without the consent of and outside the presence of any person responsible for the child’s welfare, interview a child or any sibling of the child.
The policy states that the district will “endeavor to protect the rights of the students and parents” and that a “reasonable effort shall be made to notify the parent(s) or legal guardian(s) after the student has been released from school and into the custody of such officials.”
Regulation 528 has also been amended with new information about the district permitting agents from DCFS to enter school grounds to interview students or their siblings as part of an investigation for abuse or neglect.
After an interview, the district may notify guardians that their child or sibling was interviewed unless the agent determines that such notification would endanger that child or sibling.
Foundation update and bylaw change
Carson City Schools Foundation President Jon Hager will brief trustees on recent grants, scholarships, and student aid, and request approval of a bylaw amendment.
The foundation reports $35,680.14 in 2024 donations (including $9,079 via staff payroll deductions and a $10,000 gift from Southwest Gas) and $64,630 in project funding ($23,280 in department/mini-grants; $20,000 to offset AP exam fees; $12,550 for Jump Start; $8,800 for scholarships/other initiatives).
Cash on hand at year-end 2024 was $108,104.89.
The proposed amendment changes would clarify that the superintendent and the board president serve as non-voting advisory directors on the foundation board rather than individuals serving on their behalf.
ID badges (second reading)
Policy 817 returns for a second reading with staff recommending approval; no changes were suggested at first reading.
The policy confirms district-issued ID badges for all employees for access/security, with regulations to be set by the superintendent.
Physical education exemptions (second reading)
Policy 539 is being updated to align with Nevada’s revised NAC 389.488. In short: students may be exempted from the PE graduation requirement for qualifying activities (e.g., interscholastic athletics, JROTC, marching band, cheer, dance, or verified competitive club sports) but must still meet the total credits to graduate.
Typical club-sport exemptions require 120 documented hours outside the school day per one PE credit. Staff recommends approval.
Staffing snapshot
As of Aug. 8, the district reports 6 certified vacancies out of 520 positions (1.1% vacancy; 98.9% fill rate) and 14 classified vacancies out of 378 positions (3.7% vacancy; 96.3% fill rate). A site-by-site vacancy list is included.
Consent agenda
Trustees will consider routine approvals: purchase orders/payables and financial authorizations; certified employment actions; approval of July 22, 2025 minutes; and vaccination exemptions under NRS 392.437 (religious) or 392.439 (medical). A summary of student vaccination-exemption requests is included in the packet.
Key dates and notices
- First day for grades 1–12 is Monday, Aug. 18;
- Pre-K and kindergarten start Wednesday, Aug. 20.
- There’s a district professional learning day (early dismissal) on Wednesday, Aug. 27, and
- no school on Monday, Sept. 1 (Labor Day).
