Obituary

Roy Wayne Carter of Millersville, MD departed this life quietly on September 22, 2025, at the

University of Maryland Baltimore Washington Medical Center. Roy was the son of the late Roy

and Clementine Carter. He was born on June 27, 1946. His wife, Delores Virginia Carter,

preceded him in death.

Roy received his early Christian learning at John Wesley U.M.C.-Waterbury. He was a graduate

of Arundel High School. After high school, he worked for Nevamar Plastic Plant until it closed.

He then worked as a custodian with Anne Arundel County Public Schools for 15 years, retiring

at the age of 75. He was initially placed at North County High School and retired from

Chesapeake. Roy was a hard worker, he instilled that ethic in his children. He would work extra

shifts and second jobs to provide for his family.

Roy cherished his family, friends and community. He was always willing to lend a helping hand.

Roy was known to his family as “Pop-Pop.” His great-grandchildren called him “Big Pop-Pop.”

Roy enjoyed cooking for family gatherings and friends. He was famous for his BBQ, fried fish,

potato salad and macaroni and cheese. Roy liked a good buffet and dining at Cracker Barrel

when he traveled. He had a love for music, especially gospel, blues and southern soul. On

Saturday afternoons, you could find him on the front porch listening to WPFW, the Gator Show

or Southern Soul. He frequented blues festivals on the east coast. On Sunday mornings, he was

tuned into WHUR for gospel music and services broadcasted by the Andrew Rankin Memorial

Chapel. He shared his love for music with his family and friends, by providing them with CDs of

his favorite songs. Also during the summers, he liked to visit the county parks for their summer

concerts series. He delighted in traveling to Memphis, TN, visiting Beale Street. As well as,

traveling to Wildwood and Atlantic City, NJ for classic car shows. He owned and restored a 1963

Cheverly Impala. He kept abreast of politics through MSNBC; watching his favorite shows daily.

Although Roy was born and raised in Maryland, he was a Philadelphia Eagles fan. In 1977, he

joined the Hiram Grand Lodge AF&AM, Glen Burnie Lodge #14. He served as Worshipful

Master for several years. He now holds the title of Past Master.

Roy leaves to cherish his precious memories; his beloved sons, Wayne Carter (Annette) and

Roy D. Carter (Veronica, dec’d.); devoted daughter, Valerie Carter-Wallace and son-in-law, Gary

Wallace; grandchildren Ashley Carter, Cidney Carter (Brianna), Roy A. Carter, Wesley Carter,

Gary Wallace, Jr., Maya Scott (Julius); great-grandchildren, Kar’lee Carter, Carter Hawkins,

Callie Hawkins, Kinslee Carter; sister, Bertha Pickering; sister-in-law, Mary Ann Hunt;

Brother-in-law, James Winstead, Sr.; niece, Regina Smith; nephews, Ronald Hubbard and Toby

Hunt. His longtime companion, Ms. Johnnie Mae Pinckney. Adopted grandson, Eric Barnes.

Along with a host of cousins, other relatives and dear friends.
