Carson city arrests: Jail inmate booked for battery on a prisoner

A 31-year-old jail inmate was booked Tuesday for suspicion of felony battery on a prisoner after she allegedly punched and kicked a fellow inmate, according to a Carson City Sheriff’s office booking report.
The suspect, Niki Parker, allegedly punched and kicked another inmate in the dayroom of the work release pod Tuesday. According to the booking report, the suspect hit the intercom button in the work release pod and asked if she could have her blood sugar checked.
The deputy advised on intercom that the rove deputy was in the process of medication pass and would check on her in a couple minutes. She then walked away from the intercom. The deputy observed her walk in-between two tables where another inmate was at watching TV.
The deputy observed Parker hitting the inmate using her hands with a closed fist to punch and kick her, the report states. Jail deputies responded to the pod and separated the two, with the suspect Parker placed in cuffs. Deputies checked on the victim inmate for injuries. She had a lump on head. The deputy asked her what happened. She stated that she was just watching TV when Parker came up and started hitting her, then walked away and didn’t say anything.
Deputies interviewed the pod where four inmates were. They stated Parker just started hitting the other inmate. Parker was asked why she hit the inmate. She said the inmate ticked her off earlier in the morning, the report states. Camera footage from two different angles with audio shows Parker starting to punch and kick the inmate. She was booked for battery on a prisoner. Bail: $5,000.
In other arrests:
— A 47-year-old Carson City man, David Loving, was arrested July 1 for a felony outside agency warrant as well as possession of a controlled substance and possession of paraphernalia. No bail hold in lieu of a hearing due to the felony warrant.
— A Carson City woman was arrested Tuesday for suspicion of misdemeanor obstructing and resisting, destruction of property and a Department of Alternative sentencing violation.
According to the booking report, at 9:13 p.m. a deputy was dispatched to the 2600 block of Highway 50 East for a report of a domestic dispute. The reporting party advised dispatch there was a female subject attacking a white SUV in the parking lot.
Deputies arrived and observed the SUV parked near a gas pump with multiple people inside. The deputy approached the vehicle and observed the suspect ( a description had been provided from dispatch) standing on the driver’s side of the vehicle. The deputy asked the occupants if they were OK. They said no. The rear passenger stated the woman was drunk and hit her.
The suspect then began to walk away. The deputy told her to stay and walk over to them. She stated no, while still walking away from the deputy. She then stopped and faced the deputy while yelling. The deputy pointed to an area and ordered her to take a seat. She stated “I don’t give a sh*t, I’m not sitting down” and continued to walk away from the deputy. He again told her he needed to talk with her and to stop. She finally stopped walking and turned around, stating “leave me the f*k alone,” according to the report.
As the deputy got closer to her, he reached for her hand and she pushed the deputy’s hand away and began backing away. She was informed she was detained and was ordered to turn around. She stated “no” multiple times. Deputies attempted to detain her, where the woman resisted. She was placed in handcuffs.
Deputies continued the investigation, and spoke with the victim, who was the sober driver for the night. She stated the woman got angry with her, and then attacked her by grabbing her hair and dragging her out of the vehicle. The victim got back into the vehicle and attempted to drive away. The suspect then jumped into the rear driver side window while the car was still moving. The victim stopped the car and the suspect got out of the window at the time which the deputy arrived. The victim did not wish to press charges for battery.
Deputies spoke with witnesses who advised what they saw happen. The suspect was taken to the hospital after providing a preliminary breath test of .386. During transport to the hospital the deputy waited for a cover unit to assist with the woman, who began kicking the door in the back of the patrol vehicle. The deputy observed the rear passenger door flexing with every kick, the report states, causing damage to the door frame.
She was arrested and booked for obstructing and resisting, destruction of property and DAS violation. Bail: $1,000 cash for the DAS violation, remaining bail: $1,000.
— A Reno man was arrested early Wednesday morning for suspicion of DUI. According to the booking report a deputy driving southbound on Fairview at 1:17 a.m. observed a vehicle driving northbound on Fairview with a headlight out.
The deputy turned around and got behind the vehicle and had dispatch conduct a records check. The vehicle turned eastbound on Pheasant Drive. The deputy initiated an enforcement stop. The vehicle continued, yielding on Mockingbird Way.
The deputy approached the vehicle and spoke with the driver, who denied consuming any alcoholic beverages. While talking with the man, the deputy observed he had watery eyes and a slight odor of alcohol. The man again denied consuming alcohol.
The man agreed to standardized field sobriety tests and showed clues of impairment on the tests. He provided a preliminary breath test with a result of .142 and was arrested for suspicion of DUI. At jail he agreed to the request for voluntary evidence and chose a breath test. He provided samples of .115 and .117. Bail: $1,137.
