On June 17, 2025 Billy E. Charlton, loving son, father, and brother, has passed away peacefully after a long battle with cancer.

Burial will be at Keokuk National Cemetery in Keokuk, IA.

Arrangements for cremation are under the direction of the James O’Donnell Funeral Home in Hannibal, MO.

Billy grew up all over Missouri. He was born December 16, 1966 to Franklin Dempsey and Jacklyn Fay Ellis Charlton.

In 1987, Billy joined the Navy and was a crew member aboard the USS Coral Sea CV 43 and the USS Roosevelt CVN 71. He was on 3 cruises and a partial from 1987-1991. He was on the Red Sea thru the Nile in the middle of a firing site between two Nations on both sides of the Nile.

He was a Patriot with incredible courage and loyal to those he loved. His family and friends will miss him dearly, his opinions, his laugh, and most of all, his loving kind heart.

He is preceded in death by his parents.

Left to cherish his memory is his adopted daughter, Nikita Travis; brother, Franklin D. Charlton; sister; Debbie Taylor; brother, Clifford Charlton; sister, Angela Walls (Donnie); special friends, Gary, Curtis, Jennifer, Tonya, John, and Stacy; and his beloved dog, Snickers. He is also survived by numerous cousins, nieces, and nephews.

Memorial contributions may be made to James O’Donnell Funeral Home to assist with Billy’s expenses.
