Carson City School Board to hear preliminary graduation rates, announce ‘Great American Essay’ winners

The Carson City School Board will hear a presentation of the district’s preliminary graduation rates as well as the number of non-grads and transiency for the Class of 2025 at its next school board meeting Monday.

Trustees will also consider reappointing Pastor Megan Bottom to the Family Life Advisory Committee, hear proposed changes to the physical education exemption policy, proposed changes to school program use of facilities policy and will announce the winners of the 2025 Great American Essay Contest, open to all Carson City students.

The Carson City School Board meets Monday, Nov. 17, 6 p.m. at the Robert Crowell Board Room, Carson City Community Center, 851 East William Street.

On the agenda:
– Carson City Schools Superintendent Andrew Feuling will present the 2025-2026 CCSD “Great American Essay Contest” winners.

Each year the Carson City School Board sponsors the “Great American Essay Contest.” The winners for each level: elementary, middle and high school of the essay contest are recognized before the school board. The first-place winner at each level will be asked to read their essay. In addition, the winners at each level will be presented with a certificate along with a cash award.

This year there were 152 entries. (51 from elementary students, 98 from middle school students and 3 high school students.

The winners are:
Elementary
1st – Maddy Mahe, 5th grade, Fritsch Elementary School
2nd – Clara Papez, 5th grade, Fristch Elementary School
3rd – Kaia Goodwater, 5th grade, Fritsch Elementary School

Middle School
1st – Colette Flynn, 6th grade, St. Teresa of Avila Catholic School
2nd – Savanna Jones, 8th grade, St. Teresa of Avila Catholic School
3rd – Arabella Mendoza, 8th grade, Bethlehem Lutheran School

High School
1st – Claire Dillon, 11th grade, Carson High School
2nd – Roman Gonzalez, 11th grade, Carson High School
3rd – Makala Heyder, 11th grade, Carson High School

Pastor seeks reappointment to Family Life Advisory
— There will be discussion and possible action to interview and possibly approve the selection of CCSD Family Life Advisory Committee member from, both an open application process and a request for renewal, to serve a three (3) year term as a religious representative. Carson City Pastor Megan Bottom, who sits on the committee, is requesting to serve another term.

Preliminary graduation rates
— Informational update on the Preliminary 2025 Cohort Graduation Rates for the Carson City School District. The presentation will look at the District’s graduation rates over the past nine years as well as the number of non-grads and transiency for the Class of 2025. The presented Class of 2025 graduation rates are preliminary and still have to be formally approved by the Nevada Department of Education (NDE). NDE will release statewide graduation rates during the week of Nov. 17, 2025.

Proposed changes to physical education exemptions
During the August 12, 2025 board meeting, Mr. Bringhurst presented Policy 539, Physical Education Exemptions. Since that time, Mr. Bringhurst met with Carson High School administration and staff to develop Regulation 539, Physical Education Exemptions. The proposed regulation 539, along with the PE exemption application, are included in board agenda packet in the PDF below.

Discussion of proposed changes to school program use of facilities policy
At the request of Trustees Ramirez and Walker, Superintendent Feuling, in collaboration with legal counsel, worked on language to establish a new policy associated with the use of District facilities by school programs. The meeting serves as the first reading.
