Carson City deputies make weekend arrests for felony battery and multiple DUIs

A 23-year-old man was arrested Saturday for suspicion of felony battery on a protected person and four counts gross misdemeanor battery on a protected person, according to a Carson City Sheriff’s Office booking report.

Following an investigation, suspect Justin Andrew Burruel-Kimball was arrested and booked for the alleged offenses as well as misdemeanor obstructing and resisting.

According to the report, deputies responded 4:15 p.m. to the Mallory Crisis Center for a report of a mental subject, in which the man had battered staff and was throwing chairs and other objects at staff.

Deputies arrived and observed staff consolidated on one side of the nurse station. The deputy then observed a water bottle fly from the side of the nurse station.

A deputy went around the corner and observed the suspect swinging his arms and advancing toward Mallory staff. The deputy saw that the man postured and was about to attack staff as he moved in proximity to them, the report states.

The deputy drew his taser to subdue the man, choosing to do it from a distance to prevent him from moving to attack staff by either hitting them or throwing things at them, the report states.

A sergeant gave the man verbal commands to get to the ground. The suspect ignored the demands and a taser was deployed. The man then locked up and fell to the ground on his side. The man was handcuffed. The man was evaluated by Carson City Fire Department medics, who removed the taser probes from the suspect.

The man was mirandized and advised he wished to speak. He said he had spoke with his psychologist that morning who advised him he was being placed on a 72-hour mental health hold. The man told deputies he did not want to remain at Mallory on hold and so he said he knew he would be “going to jail instead,” according to the report.

He said he then pulled two fire alarms in the building and stated he may have struck some of the staff members and that he threw a chair at them. Deputies got statements from all of the victims. It was learned the suspect also broke several fire alarms as well as the front door of the sally port. Damage estimates were anywhere from $250 to $5,000. The man was taken to the hospital to be medically cleared and then taken to jail. Bail: $30,000.

In other arrests:
— A 31-year-old man was arrested Saturday for suspicion of felony elder abuse and two counts misdemeanor battery, according to a Carson City Sheriff’s Office booking report. Following an investigation, deputies arrested Caleb Cartwright for the alleged crimes.

According to the booking report, at 10:19 a.m. deputies were dispatched to a Koontz Lane address regarding a domestic battery. Deputies made contact with the reporting party and Cartwright. The reporting party advised she was having trouble breathing. Carson City Fire Department medical personnel arrived and evaluated them.

Deputies spoke with the suspect and asked him what happened. The man said he had woken up to go to work and his mother who was staying at the same address. He said she was acting strange and playing Christian music really loud. He said she then threw a cup at him but it did not hit him, instead hitting the wall. He said he did not hit anyone or get physical with anyone, the report states.

After CCFD evaluated the reporting party, deputies spoke with her and learned the following: She said her boyfriend asked her go to the dispensary because he was suffering from anxiety. She said she drove him and returned home shortly after. She said he entered the house before she did and that when she walked in she saw the man’s mother kneeling on the floor with her hands on her face crying. She said she saw Cartwright leave his bedroom, where he came at her, grabbing her hair, picking her up and throwing her outside the house, locking her out. She said she tried to stop him but he had pushed her off him, throwing her to the ground, rolling her ankle, where she fell down.

Deputies observed the ankle, which was swollen and starting to bruise. She denied seeking further medical attention. Deputies photographed the injuries and booked them into evidence. A short time later, the man’s mother returned and began yelling at him, extremely upset and crying.

The deputy attempted to calm her down but she continued and told deputies she was attacked by her son, who suffers from mental health issues. She said he pulled her hair and dragged and pushed her, causing her to hit a metal pole.

Deputies determined the man was the primary aggressor and he was arrested for suspicion of felony elder abuse (his mother) and misdemeanor domestic battery (his girlfriend and his mother.) Bail: $10,000.

In DUI arrests, man tells deputy he was under the legal limit of .04. He blew a .210 in evidentiary BAC test

— A 22-year-old Carson City man was arrested Oct. 31, 11:14 p.m. at East Long and Molly streets for suspicion of DUI.

According to the booking report, a deputy conducted a traffic stop on a vehicle with expired registration. The deputy made contact with the driver, who said he was unable to located his registration.

The deputy could smell an odor of alcohol coming from his breath. The deputy asked if he had anything to drink, which the man replied he was “under the legal limit of .04,” the report states. (.08 and above is over the legal limit.) The deputy had the man turn his vehicle off and observed multiple beer cans in the bed of the driver’s pickup, the report states.

The deputy interviewed the driver, who was unsteady on his feet. He was asked if he would be willing to do standardized field sobriety tests to see if he was OK to drive due to the odor of alcohol and his admission that he had some alcohol earlier. The man consented to the tests and showed signs of impairment. He provided a preliminary breath test with a result of .241. He was placed under arrest for suspicion of DUI. At jail he provided evidentiary breath tests of .210 and .205. Bail: $1,137.

— A 41-year-old Carson City man was arrested early Sunday for suspicion of misdemeanor DUI, destruction of property and failing to report an accident.

According to the booking report, at 3:18 a.m. dispatch advised through third hand information that a white Chevrolet pickup was missing half of its front end at a restaurant drive-thru. Another caller advised the vehicle had its front end hanging and was parked in the restaurant parking lot.

Deputies arrived on scene, observed the vehicle and made contact with the driver, who was sitting in the driver’s seat with the engine running. The deputy spoke with the man and observed red bloodshot and watery eyes, slurred speech and droopy eyes. The deputy asked the man if he had been drinking. The man said “probably” and that he came from downtown.

Based on the deputy’s observation, they believed the man was in full control of the vehicle while under the influence of alcohol or drugs. Another deputy arrived to assist. While speaking with the man, dispatch advised that a vehicle matching the description, with the same front end damage, had left a casino parking lot after hitting two poles.

A deputy went to the South Carson Street casino and spoke with employees and determined the vehicle hitting the poles from the accident was the same vehicle white pickup at the restaurant.

A deputy asked the driver if he would conduct field sobriety tests. The man agreed. The deputy asked the man to exit the vehicle, which he did. While exiting the vehicle, the man lost balance and was struggling to walk to the deputy’s patrol vehicle. The man showed sign of impairment on the tests and provided a preliminary breath test of .209, the report states.

The man was searched, arrested and placed into the back of the patrol vehicle. He was read the Request for Voluntary Evidence, which he refused. The deputy then applied for a warrant by blood test. The warrant was granted. The man was taken to jail where two vials of blood were booked into evidence. Bail: $2,500.

— An 18-year-old Carson City woman was arrested early Monday for suspicion of misdemeanor DUI, two counts leaving the scene of an accident, minor in consumption and driving without a driver’s license.

According to the booking report, at 12:13 a.m. a deputy observed a vehicle emitting sparks from its right front tire as the vehicle drove by. The deputy initiated a traffic stop, but the vehicle continued to an apartment complex in the 2000 block of Lone Mountain Drive.

The driver activated her left turn signal and parked in a designated space. The deputy instructed the woman to turn off the vehicle and she exited the vehicle on her own, the report states.

The deputy made contact with the driver and detained her. Dispatch then advised there was a hit and run reported nearby. The deputy detected an odor of an alcoholic beverage coming from the woman’s breath. The woman’s mother and sister were present at the scene and confirmed the woman’s identity.

Deputies proceeded to the scene of the hit and run, located at Winnie and Lone Mountain Drive.

The arresting deputy read the standardized field sobriety test instructions to the driver. She agreed to participate in the tests. The deputy notes in the report that the suspect driver is 18-year-old. She exhibited the odor of alcohol on her breath, she had a staggered stance, slurred speech and was disheveled, the report states.

The deputy explained the SFST instructions. The woman confirmed she understood and proceeded with the tests. The woman showed signs of impairment and was arrested. She agreed to evidentiary testing and submitted a blood test. When she was taken to Carson Tahoe Hospital, she became verbally resistant and withdrew her consent to voluntary blood testing. The deputy contacted the district attorney to obtain a warrant for a blood sample. A Carson City Judge granted a telephonic warrant at 1:45 a.m. and a sample was taken. Bail: $1,137.

— A 36-year-old Dayton woman was arrested Oct. 31 for misdemeanor DUI, hit and run, reckless driving, no proof of insurance and driving without a valid license.

At 12:24 a.m. deputies responded to the area of Northridge and Wilma Way for a report of a traffic crash. Dispatch advised the vehicle responsible was an SUV that hit a parked truck.

Deputies arrived and made contact with the SUV driver. While speaking deputies noticed she had slurred speech, and red watery eyes. The suspect vehicle had significant front end damage. The victim vehicle had moderate rear damage. According to witnesses, the suspect was driving the SUV and hit the pickup.

The suspect driver advised she was bringing food to a family member and while she was at the residence she consumed alcohol in the parking lot of the apartment complex.

The deputy noted she appeared to be highly intoxicated and wasn’t clear in her responses. She advised she drank approximately a pint of liquor. The deputy asked if she would perform standardized field sobriety tests. She agreed and showed clues of impairment on the tests, the report states.

She provided a preliminary breath test of .271 and was arrested. At jail she provided evidentiary breath tests of .177 and .185. She was taken to Carson Tahoe Hospital for medical clearance and then to jail. While at jail deputies learned the woman didn’t have a valid driver’s license, insurance and had suspended registration.

Other arrests:

— A Carson City man, Oscar Jason Torres-Juarez, was arrested Sunday for a felony outside agency warrant out of New River Township Court, a gross misdemeanor warrant out of New River Township, a gross misdemeanor warrant out of Sparks Township and a gross misdemeanor warrant out of Fallon. Bail: $5,355 cash.

— A 31-year-old Reno man was arrested Sunday in the 1600 block of East William Street for suspicion of possession of a controlled substance (cocaine). Bail: $2,500.

— A 25-year-old Reno woman was arrested in the 1000 block of Highway East William Street for a misdemeanor warrant issued Oct. 28, 2025 out of Carson City Justice Court. Bail: $3,000.

— A 47-year-old Carson City man was arrested Sunday, 11 p.m. for misdemeanor warrants issued Oct. 28 out of Carson City Justice Court for charges of DUI, reckless driver/disregard of safety, duty upon damaging unattended vehicle/property and operating a vehicle with expired plates. Bail: $7,500.

— A 27-year-old Carson City man was arrested Sunday in the 1100 block of East William Street for a misdemeanor warrant issued out of Carson City Justice Court. Bail: $1,000 cash.

— A 27-year-old Carson City man was booked into jail Sunday for a misdemeanor outside agency warrant issued out of Sparks Township Justice Court. Bail; $500.

— A 29-year-old Reno woman was booked into jail Sunday for a misdemeanor contempt of court warrant issued Oct. 14, 2025 out of Carson City Justice Court. Bail: $500.

— A 55-year-old Sparks man was booked into jail Sunday for a misdemeanor probation violation warrant issued out of Carson City Justice Court on April 7, 2025. Bail: $3,000 cash.

— A 42-year-old Carson City woman booked into jail Sunday for a misdemeanor contempt of court warrant issued March 24, 2025 out of Carson City Justice Court. Bail: $3,000 cash.

— A 45-year-old Carson City man was booked into jail Sunday for a misdemeanor contempt of court warrant issued August 20, 2024 out of Carson City Justice Court. Bail: $3,000 cash.

— A 49-year-old Reno woman was booked into jail Sunday for a misdemeanor violation of conditions suspicion warrant issued Jan. 25, 2022 out of Carson City Justice Court. Bail: $1,000 cash.

— A 42-year-old Carson City man was arrested Sunday for a misdemeanor petit larceny warrant issued July 29, 2025 out of Carson City Justice Court. Bail: $500.

— A 23-year-old Carson City woman was arrested Oct. 30 for a misdemeanor warrant for petit larceny. The warrant was issued Sept. 27, 2024. Booked and released.

— A Carson City man, Cody James Cunningham, was booked into jail Oct. 30 for a warrant alleging felony grand larceny of a motor vehicle. The warrant was issued Oct. 27, 2025 out of Carson City Justice Court. Bail; $15,000.

— A 44-year-old Reno man was arrested Oct. 31 for suspicion of possession of a controlled substance, parole and probation violation, possession of a dangerous prescription drug and a driving with a revoked license. Bail: $2,500.

— A 34-year-old Carson City an was arrested Oct. 31 for a misdemeanor violation of suspended sentence warrant issued Sept. 22, 2025 out of Carson City Justice Court. Bail: $1,000 cash.

— A 43-year-old Carson City man was arrested Nov. 1 for suspicion of domestic battery. According to the booking report, at 10:08 a.m. dispatch alerted deputies of a rolling domestic battery with a 911 hang-up in the area of Roop Street and Little Lane.

Dispatch advised a female caller said she had been hit in the face by her husband. Deputies obtained a West Clearview Drive address and plate number of the vehicle. Deputies responded to Clearview Drive and located the suspect vehicle parked in the apartment parking lot.

Deputies made contact with the man, who was outside the residence. He was asked to step downstairs to speak. Another deputy went to speak with the victim.

The deputy asked if she was the one who called 911 and hung up. She confirmed she was. The deputy asked her to explain what happened. She stated she and her husband went to Smith’s to purchase money orders for rent. After leaving they began driving home soutbound on Roop Street. She said she has been very emotional because she is in the first trimester of her pregnancy and has been dealing with family issues.

She said she sighed out loud because she was upset, which the man became angry and began calling her a “bitch” and other names. She said she asked him what kind of a man treats a woman that way. She said the man then hit her on the left side of her face with his right hand while he was driving. The deputy asked where the physical altercation had happened. She said near Roop and 5th Street.

The deputy asked where the man hit her. She stated he hit her on the left side of her face near her eye. The deputy asked if he used an open hand or back of his hand. She said she was unsure but said the tips of his fingers hit her face. The deputy observed visible redness beneath the woman’s left eye, consistent with her story.

A deputy spoke with the man, who stated he and the woman went to Smith’s to purchase money orders. He said while driving home she became upset because other drivers were passing him on the road. He said she began grabbing him while he was driving.

The deputy asked him if she had hit him. He said no, she only grabbed him. He was asked about the redness on the side of the woman’s face. The man denied hitting her and said he didn’t not know how she got the redness. He said the only physical contact was when he pushed her away when she tried to grab him. He denied hitting the woman in the face. The man did not have any visible injuries.

Based on the deputy’s observations, the visible injury and statements obtained, the man was arrested for suspicion of domestic battery. Bail: $1,137.
