Patricia Carter

Patricia A. Carter (Pat), 90, passed away peacefully on Thursday, July 17, 2025 at Vintage Care of Palatka.

Pat was born on August 29, 1934, and was a lifelong resident of Jacksonville. She was the daughter of Allen V. Wadsworth and Marie Agnes Robbins Wadsworth Cave. After Pat graduated from Andrew Jackson High School she worked as an insurance policy underwriter for Stockton, Whatley, Davin & Co., followed by her employment with the City of Jacksonville where she served as the Supervisor of the Mayor’s Action Office for over 20 years under Mayors Jake Godbold, Tommy Hazouri, Ed Austin, John Delaney, and John Peyton. She was instrumental in the establishment as well as management of the very first call center. Upon her retirement, then Mayor, John Peyton issued a Proclamation that June 30, 2005, would be known as “Pat Carter Day.” She also received a key to the city in recognition of her years of service and her dedication to the City of Jacksonville.

Her passions included her family, friends and most of all, her home in the Smokey Mountains of North Carolina where she spent many wonderful times throughout her life.

Pat was predeceased by her spouse, Wade Thornton Carter, Jr.; their first son, Christopher; her parents; her brother, Allen; and sisters, Sandra and Mary Elizabeth. She is survived by her sons, Scott (Bobbie) and Clint (Amy); grandchildren, Brittney Wright, Skylar Leonard, Sydney Carter, and Chase Carter; as well as numerous great-grandchildren, nieces, and nephews.

The family gathered privately followed by entombment at Evergreen Cemetery, 4535 Main Street, Jacksonville, Florida.
